HOC envisions communities in Oneida, Herkimer, Madison, Fulton, Montgomery & Otsego counties that thrive by encouraging homeownership with educated, financially responsible and empowered individuals, to create safe, stable, and prosperous neighborhoods.
In 1979, we incorporated to target Utica’s declining, older neighborhood, Cornhill, for revitalization services. Throughout the years, services diversified as (HOC) matured and expanded to 6 counties. HOC is a chartered NeighborWorks® Organization through NeighborWorks® America which is a congressionally chartered, public nonprofit corporation created in 1978 to address issues of affordable housing and community revitalization through Public Law 95-557. HOC is a Community Development Financial Institution certified by the U. S. Treasury Department and also a HUD certified organization.
To effectively impact neighborhoods and promote self-reliance, HOC integrates community resources and identifies strategies for comprehensive community transformation. HOC addresses issues that contribute to this transformation. The issues encompass housing, credit, education, community empowerment, population, safety, economic development, commercial revitalization, image, youth, senior citizens, political and financial climate.
HOC is a Full-Cycle Lender offering homebuyer education classes, financial coaching, foreclosure prevention, reverse mortgage education, down payment/closing cost loans, home improvement loans, property evaluations, new and rehabilitation construction, empowerment education and community coordination through 200 existing Block Associations.
HOC and its partners have invested nearly $110M from 1996 to June 2013 (projected $15M for 2013-14). It is anticipated that HOC and its partners will invest an additional $50 million during the next five-year period. HOC enjoys an established track record of providing excellent support and service to our customers. The Board of Directors is committed to maintaining HOC as a leader in quality, professional services.
Integral to all of our partnerships is resident participation. Resident involvement and leadership is critical in promoting neighborhood revitalization and empowerment. Resident leadership begins and develops on our Board of Directors with more than 51% of the Board comprised of resident leaders. Continued development of Block Associations keeps HOC Staff and Board in touch with the heart of the communities it serves.
