Thanks to the proceeds raised from the sale of the Utica Love Coloring Book and The Hartford, the HomeOwnershipCenter (HOC) in partnership with BB Designs and STEAMworks Ability Lab will be hosting a FREE Halloween Party at the Empowerment Center located on 230 James St., Utica. Come and enjoy:
